You can play before you paint. Take 5 pegs and only use the thicker diameter ones (female). Push them up through the board and put the board together on your table. Place the gears on top the of their pegs in the correct locations. Do not fix them into place with the other peg. The gears should turn nicely.
I used a fine point Sharpie to label the gear city names. I have since painted over the label without issue.
