I had a game today where I was very successful with a building strategy: my starting wealth tiles gave me advances on both the resource gathering and architecture tracks, and I then advanced both those tracks further, and got further advances with buildings. That also moved me up the temples, which got me more resources. I eventually built two monuments: the one that gives a bonus for top-level tech tracks (33 points, since I also got the agriculture track to top level) and the one that gives a bonus for blue buildings (24 points). My winning score was 90. I never got nor placed a crystal skull. I actually never took a fourth-level advance on the building track, but I made good use of the fourth-level resource gathering to turn one wood into two gold.

One of the other players had thought that the monument which scores for corn harvest tiles was overpowered; but in this game he scored over 30 points with it and still lost.
