See, this is what I initially thought as well, but there are two crucial differences from our lovable starvation game that shall not be named (oh, who cares, even rocks know it's Stone Age). First, there is a starvation penalty per worker as opposed to a flat VP loss, and, second and most important, food is not only used for feeding your workers, but as a price to pay for worker allocation as well. Combined with the fact that there is much, much less VP bloat in Tzolk'in, intentional starving will get you nowhere (good luck with winning if you force yourself at -36 points at least).
