Well you do have a choice to not do the action. Per the rules when taking back a worker you may:
Do nothing (except pick up the worker).
So there's your option. But if you decide to take the action (i.e. build a building) then you immediately take the benefits of that action as spelled out in the rules and also in the example on p.11.
