I do not believe things are this formulaic, I believe this is yet another over-generalised claim, of which there are many here. For example suppose it was like my last game - in which I didn't start 3 x Uxmal, but did get to 5 workers by the quarter point. And would have done nicely with the crystal skull strategy, had not three people been playing it. That's the problem with these ideal strategies, the other players won't cooperate with me. I won, but with a not great score and having to adapt on the fly. (Which is good. Playing a clockwork strategy would be dull.)
While this is a generalization, I don't believe it is an over-generalization. While there may be exceptions, I do believe that scoring above 90 as the crystal skull, 3-on-Uxmal start-player is common. The trouble with your example is that the first player gets off to such an obvious fast start with the crystal skull strategy it usually intimidates other good players from going for crystal skull as well.
