by Bean-Boy Use a good spray on primer. If you'll be using bright colors then prime white. If your wheel will be on the dark side, prime black. Alternatively prime gray if you can find one in shops...

by Bean-Boy Also, try and use a light touch when apply the primer (outdoor only and not when it's humid). As with paint, too thick a layer will mask details and spraying too closely can cause pooling....
