I think the point is that you are NOT allowed to let the worker keep riding around back to the beginning spot again. Thus, you are motivated to use it or else you will have wasted the use of that worker.Yes, its silly, but if they didn't include that rule then it would be ambiguous and everyone would complain about poor rule writing for not accounting for this situation. I'd rather have 'silly' rules that clarify rather than ambiguous rules that leave you wondering...
