Yes. Theology 2 triggers AFTER taking an action on the Chichen Izta gear, meaning anything you gained from the action is now available:

rulebook pg. 12 wrote:

step on the temple of your choice...


Question 2:
Is it his choice to choose the order of either performing the tech track bonus first or the action listed on the board space?


No, but it doesn't really affect anything. Again, look at the rules above. You use the Theology bonus after performing the action.

Question 3:
Can he mix and combine the order?
say choose to advance to the next chichen itza space(with the tech bonus), then gain a bonus cube (from the chichen itza space), then use the gained cube to advance the temple track (with the tech bonus).


The order is fixed, but is the one you listed. Fortunately, that's the only order that really makes sense, I think. Here's what it says for Theology 1:

rulebook pg. 12 wrote:

On the Chichen Itza gear, when you pick
up your worker
, you may choose
to perform the action that is 1 space ahead.


So the order goes like this:
You pick up your worker. This triggers Theology 1, so you can take the action 1 space ahead, if you want.
You perform the action for your chosen space.
After you've done this, Theology 2 triggers, and you can pay 1 block to go up any temple.
