They are cumulative, but... a common mistake.Resource Extraction tech:
Level 1: You get an additional wood whenever you get wood from Palenque or Yaxchilan.
Level 2: You get an additional stone whenever you get stone from Yaxchilan.
Level 3: You get an additional gold whenever you get gold from Yaxchilan.
Some people play it that you get wood whenever you get anything from Yaxchilan, which is wrong.
If you have architecture at Level 3, this means that each building costs you 1 cube less, and you get 2VP and 1 corn whenever you build a building.
