by opticode I cannot think of any game where you would receive the bonus from a building before paying its cost to "bring it online".

by Thunkd If for some reason you needed to put workers on? Seems like a really bad idea, something you'd have to work hard to set up in a way that made sense.

by StormKnight It seems very unlikely that you'll actually have a worker pushed off, but you'll need to plan and time actions to take into account that a worker could be pushed off.
